Therefore,submission of Enrolment  Form is not required at present.

As you are all aware that , I had been advised rest and medicines for my heart ailments which was recently diagnosed and subsequent to the above I had requested Management to give a transfer at Ernakulam Regional Office for better conveyance and medical attention.
Unfortunately management took the request in other sense and thought that my presence will be again a threat for them and my colleagues were not able to convince them properly. Finally my request for this Office- adjacent to Regional Office ( in city)were made effective and reported here in this Office today.

RE: STAFF GROUP MEDICLAIM POLICY (FLOATER)
We are in constant touch with GIPSA authority about improvement of the above policy mainly for the following :

A. NO TPA ----- In house claim settlement as per existing system.
B.  Enhancement of Eligibility limit to reduce individual premium burden.
C. One time Option be relaxed and be given in every renewal.
D. Interim Sum Insured for option be given i.e., 5 Lac, 6 Lac, 7 Lac etc

Eight Checked Off Unions along with 2 Pensioners’ Association are jointly engaged in convincing the GIPSA Authority about the pros and cons of the new GMC Policy and awaiting favourable decision from the GIPSA. In the meanwhile it has been decided that all members are to obtain the enrolment form from the department concern and wait for our final instruction for depositing the same till 14th June,2013 since we are expecting some outcome by the time. For information please note that last date for submission of the Form for existing employees and retired employees are 18th June and 28 June, 2013, respectively as per H.O. guideline.

You must be aware that we have formed a Joint Platform of checked-off unions for this issue and we have sought for your appointment in the next week for the purpose of submitting our Memorandum on this issue.

We demand postponement of launching of New Group Mediclaim Policy for employees and retired employees subject to our discussion with all the Checked-off unions with you and request you to instruct the companies not to issue such Enrolment Forms.

POSTPONEMENT OF ALL INDIA WORKING COMMITTEE MEETING OF "NFGIE"

In view of the  re-scheduling of date of pre-promotional examination on  8th and 9th. June 2013 instead of 2nd June,2013 by GIPSA  and many W.C. members  being candidates for the said  examination for Promotional Exercise 2013, the ALL INDIA WORKING COMMITTEE MEETING  of NFGIE scheduled to be held on 9th.June 2013 at Mumbai has been postponed.  The revised date for meeting will be communicated shortly. In all probability, to felicitate  railway ticket booking, it will  be better to hold the meeting in the later part of August 2013.Final date will be communicated to all by early next week. 

All are requested to cancel their railway/air tickets and arrange for fresh tickets booking on receipts of information of fresh date of  W.C Meeting.. Meanwhile all are requested to maximize efforts for souvenir collection to utilise this extenteded time. Also inform all well-wishers who have already booked space in the SOUVENIR  about the revised schedule.

 Expect you all have gone through NFGIE' observations and suggestions on proposed Staff Group Mediclaim

LETTER TO GIPSA ON Revised terms of Group Mediclaim Policy (floater) covering employees/retired employees.

Sub: Revised terms of Group Mediclaim Policy (floater) covering employees/retired employees.

We have had the opportunity to go through the Revised Terms of GMC Policy covering employees/retired employees as contained in the Annexure - ‘A’, ‘B’ and ‘C’.  Our first hand observation on the subject are as below:

At the outset we record our strong dissensions and resentment at the high-handed, arbitrary and unilateral act and/or modus perpetrated by the framer of the said Revised terms of Group Mediclaim Policy, which it appears has been devised keeping an eye on Floater principle.  Whereas the GMC Policy concerns the interest of employees of GIPSA Companies, it is quite unbecoming that the authority did not have the courtesy to discuss the matter before hand with the representative bodies, not even the checked-off unions of respective classes of employees.  This amply demonstrates total biasness and prejudicial attitude of the GIPSA especially in dealing with employee matters as also maintaining cordial and harmonious relationship.

It goes without saying, the spirit and concept of the Mediclaim Policy was mainly intended to offer benefit to the insuring public and in the case of employees it was treated as a welfare measure.  But, strangely the number of conditions set out in the respective Annexure are totally to the contrary.  Stringent/derogatory and obnoxious conditions put forth to defeat the welfare aspect as a whole. 

In this background we urge that due steps m are initiated for modification of the conditions before giving effect to the revised terms of GMC Policy in consultation with the respective checked-off unions urgently. Pending such bipartite discussion vis-à-vis modification thereto implementation of the Revised GMC Policy be kept in abeyance.
For your due consideration we summarize hereunder our clause wise observation on the Revised terms of GMC Policy designed by GIPSA.

02.2.6        Choice of available optional Sum Insured be Rs.7,00,000,
                  Rs.10,00,000, Rs.12,00,000, Rs.15,00,000, Rs.18,00,000
                 & Rs.20,00,000.       

02.2.0       In every renewal option for increase/decrease of Sum Insured be
                 given to  all serving and retired employees.

03.1.1      NO CAP on Room and ICCU/CCU rent charges and no other sub-limit
                for any other expenses .

03.2.1      For Free Medical Check up separate account be maintained for each
                members of the  Family e.g, every members of the family should be
                given free medical check up facility once in 2 Claim free years of policy
                in respect of particular member.
                       
04.1.2      GMC policy for independent family members of serving & retired
                employees be Continued and not to be discontinued on or after 1.4.2013

04.5.1      Retired employees who are not covered under the expiring GMC Policy
                be allowed to opt for coverage under the GMC Policy as per revised terms.

09.1.1 & 09.1.2   PREMIUM:-
 Entire premium, service tax etc. upto eligible limit of Sum Insured be
 Borne  by the  Company for both  serving and retired employees.
 Difference of premium between optional Sum Insured and eligible Sum
 Insured be paid by the serving & retired employees.

OTHER POINTS:-
a)      Besides hospitalization Bill, fees for Physician/Surgeon/Anaesthesis etc.,
       if separately given be reimbursed without any condition .

b)      No deduction on account of Non-medical items like gloves, Mollysheet,
      micropore cotton etc., and all other items essential for hospitalization be
      included,
c)      80% advance for hospitalisation  for all types of diseases be given  to all
      serving and retired employees.
d)  No outsourcing of Claim settlement by TPA
     As we are settling claims in House of our client like LIC we are competent
     enough to settle our Claim for serving and retired employees. If require Claim
     Hub be formed for Health  insurance in each R.O. of the PSU Insurance companies.

e) Actual Ambulance charges be reimbursed.

Trust,   the suggestions stated above will find due considerations at your
 end before finalizing the Revised GMC Policy so as to cater the needs of
 all the serving and retired employees and we again demand that before
 finalization all the checked-off unions be called for a meeting.

New India Assurance posts Net Profit of Rs 518 cr Q3 2012-13

India's largest general insurance company New India Assurance today posted a net profit of Rs 518 crore for the third quarter ended 31 December, 2012. In the same period in 2011, the public general insurer has posted a net loss of Rs 178 crore owing to global catastrophic events like the Thailand Floods.
"We have seen a positive growth since there have been no major natural catastrophic events in the recent past," said G Srinivasan, CMD of New India Assurance. The total gross direct premium incomeof the company for the nine months ended 31 December 2012 stood at Rs 8512 crore, seeing a growth of 18.18% over previous year. India contributed Rs 7216 crore to this kitty and Rs 1305 crore premium income was contributed from locations outside India.
Srinivasan said that New India Assurance has set a target of Rs 12,000 crore as premium income for the current fiscal, with about Rs 2000 crore from international operations and the rest from India. He added that the company was also looking to expand in areas like micro insurance. "We have set up 160 micro-offices in the last three months and would add another 300 offices by the end of this fiscal," he said. The company already has 500 micro offices and recently launched a micro insurance product 'Jan Suraksha Laghu Bima Yojana'.
New India Assurance also saw a reduction in its underwriting losses which stood at Rs 1470 crore for nine months ended 31 December 2012, compared to Rs 1786 crore in same period in 2011. The combined ratio (sum of claims ratio and expense ratio) of the company for nine months ended December 2012 stood at 121% as compared to 129% in 2011.  Incurred claims stood at 88.81% at the end of December 2012, as compared to 93.29% at the end of December 2011.
The investment income of the company stood at Rs 2055 crore for the nine months ended December 2012 compared to Rs 1709.14 crore in the same period previous year. The net worth of New India Assurance stood at Rs 7601 crore for period ended 31 December 2012 compared to Rs 6740 crore in the same period in 2011.
Srinivasan also said that New India Assurance, alongwith the other three public general insurers is looking to get an in-principle approval from Insurance Regulatory and Development Authority (Irda) to set up an in-house third party administrator (TPA). Each insurer would approximately spend Rs 50 crore and a total of Rs 200 crore has been budgeted for this purpose for the next three years. General Insurance Corporation of India (GIC) would also be a part of this venture. Srinivasan further added that they were also in talks with Life Insurance Corporation of India (LIC), for the latter being a part of this TPA.

IRDA Plans Advanced Detection System to check Claim Frauds

Dear Viewrs,
Worried over fraud in the health insurance sector, Insurance Regulatory and Development Authority (IRDA) plans to build an advanced detection and prevention system to check fraudulent claims. 
In order to reduce the cost of insurance inflicted by fraud, IRDA said it is proposing to build advanced detection and prevention systems at industry level to identify fraudulent claims before payment occurs and to improve the accuracy of fraud detection. 

"Firms/organisations are advised to submit proposal to establish a comprehensive and complete solution for insurance fraud management within health insurance segment...," IRDA said, while inviting bids from eligible agencies for fraud prediction and detection analysis for underwriting and claims. 



The regulator said it is looking to develop the system to enable the industry to underwrite the proposals effectively by getting up-to-date information, fraud alerts and medical history from the central database and also price products based on reliable database. 

Among other things, the selected agency will have to assist the industry as well as the regulator with alerts related to fraudulent and suspicious transactions including overcharging, unlawful claim, false claims or multiple claims for same event in a particular region. 

Further, it intends to minimise cost at industry level by centralising data without individual insurers having to necessarily resort to both software and hardware solutions for the purpose of fraud prevention. 

The four PSU insurance firms -- National Insurance, New India Assurance, Oriental Insurance and United India Assurance -- had in July 2010 stopped the cashless facility in select private hospitals, alleging over-billing. 

They had alleged that some hospitals were charging patients who have health insurance policies at rates which are much higher than the normal cost of treatment. 

IRDA has already constituted Insurance Information Bureau of India (IIB), a central repository of insurance industry data, which is collecting, processing and disseminating data. 

Also, the proposed system aims to assist insurers efficiently manage the claims by getting relevant information on fraud and claim reporting patterns, also ensuring that genuine customers do not face hassles.

FATE OF NEW INDIA DUE TO ""CWISS""

Dear  Sir,

We have observed with deep concern that generating of salary sheet and payment of salary has become very irregular in all the R.O’s throughout the country in New India Assurance Co. Ltd. after the centralization of the salary at the H.O. level for faulty operation of CWISS.  Though we have taken up the issue at the R.O level there has not been any improvement in this matter.  Hence, we are sending again representation to you for your doing the needful and redressal of the same.  Moreover in respect of the leave encashment and payment of LTS advance there are numerous instances of delayed payment on the pretext of functioning of CWISS.  Even after more than a year of implementation of CWISS, generating of Mediclaim  Renewal Notice is still a far cry. 

We have given various representations on these points at R.O level and also during the visit of H.O. dignitaries at R.O. on various occasions but without any improvement so far. As a responsible trade union we cannot remain as an idle spectator to all these problems

It seems all these problems has aggravated further since your taking charge of New India Assurance Co. Ltd.  as CMD. It appears that a section of the top Management of the New India Assurance Co. Ltd.  at H.O level is not in a mood to extend full co-operation in your effort  to put New India Assurance Co. Ltd. on the right track of its glorious past.  Hope under your leadership New India Assurance Co. Ltd. will overcome all these shortcomings.
