One of India’s biggest public sector general insurer, New India Assurance (NIA) led consortium of public sector insurance companies has been awarded the contract to insure Air India’s huge fleet of 126 aircrafts worth 9.5 billion dollars. PROGRESS OF WAGE REVISION IN BANKING SECTOR IN INDIA

DEAR ALL,
THE FOLLOWING ARE SOME SALIENT FEATURES ON THE SUBJECT MATTER.
As promised on 12th August 2013, after announcement of major points, I am putting my views and analysis. UFBU and IBA had negotiation talks on 12th August 2013.    According to UFBU discussions were fruitful and satisfactory decisions on following important issues were arrived at :-
(a)    IBA has agreed that the Xth BPS will be applicable w.e.f. 1st November, 2012 i.e. 
          the due date as per previous BPS;
      (b)   That 4400 will be merged for the purpose of DA

It is for the first time that since  Xth BPS has become due,  some serious discussions seems to have taken place and some firm commitments arrived at.  However,  it appears UFBU has once again failed to extract honourable commitment from IBA and bankers have already lost the initial battle.  Now chances of major hike have receded.

By agreeing that Xth BPS will be made applicable from the due date, IBA has not done any favour but merely agreed to do what was due to bankers.   On the second issue, that is merger of CPI points, the agreement to merge 4440 only shows that UFBU has failed in its duty to protect the interests of its cadre.   Everybody will remember that in Sixth Pay Commission, the merger was done upto the due date of revision and under the new scales the new DA was 0%.     In the circular UFBU has claimed:

“IBA explained their constraints to consider merger of Dearness Allowance at higher index points. After prolonged discussions and on the insistence of the UFBU for merger of D.A at a higher level to enable construction of Pay Scales in a reasonable manner looking to the Pay Scales of employees and officers in comparable sectors, IBA agreed and conceded to merge Dearness Allowance up to 4440 Consumer Price Index i.e. 401 slabs and construct new pay scales accordingly”   

UFBU has conveniently ignored to share with its cadre the constraints given by IBA.   I feel, it is wrong on the part of UFBU as to not share such constraints with cadre as it means they do not believe in  transparency.   If such constraints are genuine, then let these be made public.    Without going into further details, at present,  I leave it to our readers whether they need UFBU to be accountable to the cadre or to the management / IBA.

Thus, UFBU has lost a great opportunity to ensure that merger of CPI points should have been  upto October 2012 instead of October 2011.   It was during this period that there was steep increase in inflation and IBA has easily made fool of UFBU by ensuring that bankers do not get the benefit of merger for the period which has highest increase due to inflation.   By keeping Basic Pay at a lower level, IBA will be able to suppress the wage bill in the long run, and the losers will be bankers.

                           Re: Restricted Holidays


Hope you will recall that Restricted Holidays List of Year-2013 in New India differ  from the list  of the  Restricted Holidays of United India.  We brought this anomaly to  your knowledge.  As you often insist on following the footstep of Flag Company, we demanded declaration of Restricted Holidays region-wise.  This practice was also followed in the past by New India HO.  All other GIPSA companies also follow region-wise Restricted Holiday list to assuage the sentiments of different communities in a varied country like ours.

Trust your authority before finalization of publication of Restricted Holiday list may co-ordinate with other GIPSA companies and do the needful.

Vehicle Loan for upgraded FTS

Reg:- Vehicle Loan for upgraded FTS

You are aware that at present an employee of class-III & IV cadre can avail the vehicle loan after completion of 5 years continuous service. 

The present Management of The New India Assurance Co. Ltd. has been gracious enough to upgrade  almost all the PTS in New India during the year 2012 and 2013.  Now, we like to point it out to your authority that these 5-years waiting period for availing a Vehicle Loan is causing serious hardship for these upgraded FTS.  As they served a long period as PTS and if they have to wait for another 5-years for availing the vehicle loan the remaining period of service will be very much less for repayment of vehicle loan. 

Hence, we like to place before you our demand for waiving this 5-year clause and make them eligible for getting the vehicle loan.  In this regard, we may cite the Circular No. CORP:HRM:PROM/CL.III-IV CELL/SNN/2013 dated 3rd May,2013 signed by your goodself whereby these upgraded FTS has been allowed pro-rata weightage for their past services.

LUMPSUM MEDICLAIM PAYMENT - LETTER TO GM,NEW INDIA BY NFGIE

Dear Sir,

I like to draw your kind attention to the Circular Ref. CORP:HRM:EWS:2013 dated 15th March, 2013 issued by Mr. A B Dange, Chief Manager, EWS, point no.1(3) of which states as follows:
 
“If the spouse of an Officer is working in the industry in Class III/IV cadre, and if Officer or Development Officer is covered under Medical Benefit Schemes applicable to Officers/Development Staff, such spouse is not eligible to receive lump sum payment towards domiciliary benefits”.

Whereas in United India both husband and wife working in the same organization (one of them in class-I cadre and other is in class-III) are entitled to get lumpsum payment for Domiciliary treatment.  In this connection, we are quoting the last Para of Page No. 39 of the Personnel Manual Part-II of United India Insurance Co. Ltd. which states
 “Lumpsum payment can be made separately where both the spouse are employed either with the same Company or other GIPSA member companies either both as Officers or one as Officer and the other as Class-III employee”.

We have also got the confirmation that Oriental Insurance Co. Ltd. is also releasing lumpsum Domiciliary payment to both Husband and Wife both though one of them belong to class-I and other is in class-III.

Moreover, we find no rationale in the New India’s stand in the point 1(3) of the said circular ,  we like to point out that in New India also, husband and wife working in the class-I category are both eligible to get the lumpsum payment for Domiciliary Treatment.  Similarly both husband and wife working in class-III category are allowed to receive the same. 

In view of the facts stated above we think that New India should also allow lumpsum payment for Domiciliary Treatment to both husband and wife in whatever the category they belong to and issue an order in this regard at the earliest.
