CHECK OFF ON 14-12-2012 - CIRCULAR FROM NFGIE

Dear All,
CHECK OFF EXERCISE 2012

All of you are aware that Managements of the four PSU General Insurance Companies have decided to conduct the next Check-off exercise.  The election under the check-off is scheduled for 14th December, 2012.  NATIONAL FEDERATION OF GENERAL INSURANCE EMPLOYEES (NFGIE) has applied for the check-off exercise for all classes in all four PSUs.  The numbers allotted for the Federation remains the same as earlier.

NFGIE -                   CLASS – I   ……..        03
                                CLASS – II ………        15
                              CLASS – III/IV, PTS … 21
We request all employees to make the 14th December, 2012 a memorable day by rightly exercising their franchise without fail.  We desire there shall be no absence by any employee on that day and 100% voting shall be ensured in favour of NFGIE which all through ably discharged its obligation of unwavering service to the fellow employees of the industry.  Thus by virtue of the long strides over the period of last few decades, NFGIE is widely adorned with glorious past. We all are aware NFGIE did not emerge out of nothing and overnight but a product of sustained and combined movement of New India Federation, Oriental Federation and other like- minded trade union in order to secure improved service condition for the employees.  Basically, emergence of NFGIE synchronized with the need of further consolidation of the employees as a whole.  Worth mentioning, some constituent trade unions which NFGIE comprises of came into existence in the days of British rule in India carried long history of struggle with exemplary courage daring to counter the management’s tyranny for upholding the cause of justice.  In the process of ongoing combined movement in the post nationalisation era, unity – cohesion by way of evolving closer tie amongst all section of employees was most imminent which ultimately led to shaping out of NFGIE, maintaining relative operational independence of the constituents.

In tune with NFGIE’s professed objective of defence of this Public Sector industry which we deeply cherish all possible steps have been initiated to develop an atmosphere of harmony and friendship.  With the spirit & bond of fraternity, sincere endeavour was intensified since long to dispel any sort of ill-feeling and/or disharmony amongst all classes of employees – stressing upon avoidance of the clash/conflict which may weaken unity of the employees and affect the interest of this PSU.  This had been in our agenda, viewed to ensure progress and prosperity of the industry as also the employees. By this process of functioning, NFGIE and its respective units are advancing smartly

with greater enthusiasm besides offering personalized service to affected members who need necessary assistance. Since introduction of the Check-Off in this industry, we are effectively representing all classes of employees starting from Manager to PTS. In the first two Check-Off exercises in 2004 and 2006, NFGIE was the only trade union to secure the benchmark percentage in all classes. Notwithstanding the arbitrary enhancement of the benchmark by the management, NFGIE did qualified the benchmark in respect of Class-II and Class-III, IV, FTS & PTS in last 2009 exercise in New India.

Some Associations claimed that classless union is a saga and they kept on making propagandas.  It is in the emerging scenario, such a class wise union or associations imply that the age-old class division would continue. These associations were probably interested in maintaining the concept of rulers and the ruled.  It is our strong conviction that the companies and the industry need to be protected for its existence in the public sector and for such an act the combined contribution of all cadres and classes is the demanding need of the hour.

We feel proud that under the leadership of our organization, temporary and casual employees in both Class-III & IV Classes were absorbed in various parts of the country after a prolonged struggle in and outside the court against unethical, illogical and mean opposition to said absorption by a few organizations.’ We also took up the case of National Insurance panel of more than 400 selected candidates who were due for appointment in four subsidiary companies. Unfortunately, the National Management was bent upon to cancel the panel totally depriving the legitimate right of the candidates.  We feel enthralled, most of them have joined this industry and are now our colleagues. As a Trade Union we acclaim this significant victory to be proud of.

In New India nearly 200 PTS have been upgraded as FTS after prolonged struggle with all out support from SC/ST Welfare Association. We have demanded further absorption of all left-out PTS at one-go and we hope that the matter shall be resolved very soon. On the aspects of achievements of NFGIE it is required to place these issues of employees in the industry.

It is almost known to everybody that our organization in New India was architect of many welfare schemes. At our initiative the schemes like MBS, SDRS, and RBS were introduced in all the subsidiary companies.  In New India, we are proud to announce that right from the inception NFGIE is at the helm of affairs of PF Trust, MBS and rendering yeomen’s service with utmost satisfaction to the entire class. We also achieved extension of appointment on compassionate
ground to the dependent brothers and unmarried sisters of deceased employees – of course, this facility has since been withdrawn arbitrarily.

Against so many successes there are instances of few setbacks in our fight against injustice.  We are averse to give any gloomy picture and wish to maintain transparency in all respects concerning trade union movement and activities.  In the calendar of our organization 9th October, 2007 is a black day which we all want to forget. Under the leadership of the then President a group of our activists had gone on deputation to the then CMD, New India, Mr. Bimalendu Chakraborti on some serious grievances and demands of the employees. During discussions at the spur of the moment some unpleasant incident emerged which shouldn’t have been. But most condemnable outcome of the happening was termination of 7(seven) of our colleagues, decrement to 7 (seven) others who in no way were actively involved in that incident and were merely passive onlookers. One of the terminated employees has recently been re-instated. Our fight is on to deliver justice to the victimized colleagues and we do hope, with the support of all employees irrespective of class we shall come out successful. It needs mentioning that in spite of facing some devastating and dreadful punishment that has emanated to satisfy one person’s ego and vengeance, our terminated colleagues are still actively involved in our struggle ignoring all hardships and sufferings.  We are convinced that the device which can weigh their sincerity and idealistic involvement with the Trade Union and the organization as a whole is yet to be determined.

We reiterate certain demands of ours, during the period.
1.      One more option for Pension Scheme, 1995.

2.      Revision of Pension to match Wage Revision.
3.    NPS (New Pension Scheme) be scrapped and General Insurance
Pension Scheme-1995 be extended to all new recruits.
      4. Time-bound Promotion for all and introduction of Running Grade for all.

      5. Improvement of Staff Mediclaim Policy, increase in quantum of GTI,
          GSLI and GPA.

      6. Modalities of Ex-gratia Payment (CMD’s Grant) be revised.

      7.  Restoration of Compassionate Appointment.

During introduction of Pension Scheme, 1995 some organizations advised the employees not to opt for Pension and to continue with the Contributory P.F. as existed. Their such anti-employee act has already been exposed.  The section of the employees who had fallen prey of their deception are now cursing their leadership.  NFGIE true to its tradition guided the employees appropriately to exercise option for Pension.  Most hypocritical is the role of said organizations. They once again advocate for one-more option for Pension.

In view of the above, we would like to request all employees of this industry to give their whole hearted support to our organization in the ensuing check-off for all the classes of employees from class-I to class-IV/PTS. Utilize your valuable right and vote for a reasonable Union who can understand your issues and are capable of solving it. Please don’t walk off with gossip and propagandas.

Friends, we sincerely expect all employees will agree that victimization of Trade Union activists is totally unjust. In the interest of genuine Trade union movement, the employees in general will lend their valuable support to us to register their opposition to Management’s atrocity which our members have been subjected to.  We feel, this is most important for advancing proper trade union movement in the industry.

CONGRESS EXPECTS BJP’s SUPPORT ON FDI IN INSURANCE & PENSION

DEAR FRIENDS,
Congress is hopeful that it will be able to convince the main opposition party, the Bharatiya Janata Party (BJP), on the issue of foreign direct investment in insurance and pension.
While the BJP has severely criticized the government's nod for opening of multi-retail sector and other reforms like cut in fuel subsidies, it supports FDI in insurance and pension "in principle."
However, the BJP has been demanding some amendments in the insurance and pension bill to guarantee "assured return" to pensioners who are investing their hard-earned money in pension funds.
Congress is also ready to discuss issue with the BJP to get FBI in insurance and pension bill approved in parliament.
When contacted, a senior Congress functionary said, "We will discuss such issues with the BJP leadership. We are not bothered about the Opposition from supporters if the BJP ensures its support."
The Congress leader added that unlike FDI in multi-retail, it would be easy for the Government to convince the main opposition party on FDI in insurance and pension.
As insurance and pension bills are finance bills, the coalition government may collapse in case it fails to muster a majority on these bills. The winter session of Parliament is expected to begin from the third week of November.
