COINS BELOW 50ps WILL LOSE CURRENCY FROM JUNE 30,2011

NEWS ITEM:

Come June 30,2011, 50paise will be the minimum coin accepted in the markets as all denominations below it will cease to be legal curency. ""From this date, these coins (denominaion of 25ps and below) shall cease to be a legal tender for payment as well as on acount,"" the Finance Ministry said on Wednesday 29th Dece.,2011. The minimum denomination oin acceptable for transaction will be 50 paise fromthat date.
Also, the entries in books of accounts, pricing of produts, services and taxes should be rounded off to 50 paise or whole rupee fom that date. "The pocedure for call in shall be notified separately by the Reserve Bankof India" - PTI

INTRODUCTION OF NEW TAX CODE : 10% TAX UP TO RS. 10 LAKH INCOME

Dear Friends,

A major relief to tax payer when the government on Wednesday introduced a new direct tax code that seeks to simplify the tax regime in India replacing the Income Tax Act 1961.

According to new tax code / new direct tax code 10% tax up to Rs. 10 Lakh Income.

The government proposed major tax reforms through a draft code that aims at moderating income tax rates, abolishing Securities Transaction Tax (STT) and increasing deduction for savings up to Rs 3 lakh.


“We expect to have better compliance and better collection of taxes,” Mukherjee said.


According to the new recommendations of the Code :


10 per cent tax rate should apply to an annual income of Rs 1.6-10 lakh per annum (Now 10 per cent is levied on incomes of Rs 1.6-3 lakh, 20 per cent on Rs 3-5 lakh and 30 per cent above Rs 5 lakh).
20 per cent rate rate should apply to an annual income to Rs 10-25 lakh per annum.
The maximum rate of 30 per cent should apply to income above Rs 25 lakh per annum.
Perquisites given to employees should be included in salary income (likely to inflate the taxable income of certain categories of salaried persons).
Tax rates for companies should be reduced to 25 per cent for both domestic and overseas companies. Currently, domestic companies are taxed at 30 per cent with surcharge and cess coming later.
Foreign companies should pay an additional tax of 15 per cent as branch profit tax.
Abolition of the controversial STT (but the Code also suggests reintroduction of tax on long term capital gains on securities trading).


Note: Direct tax code to be implemented only by the end of 2011 or early 2012 after completed the process of debate and suggestion from public.

TPA SERVICES IN PUBLIC SECTOR GENERAL INSURANCE

""NEWS ITEM""FOR THE GENERAL INFORMATION OF MEMBERS

The General Insurers’ Public Sector Association of India (GIPSA), an association of all the four public sector general insurance companies, is planning to float its own third party administration (TPA) service jointly with a company in India or abroad. TPA is one of the core functions of general insurance business, especially for health insurance. TPAs help the subscribers in availing cash-free hospitalisation and other services by tying up with hospitals. They get a fee from insurance companies for carrying out these activities.


The yet-to-be-floated consortium, comprising National Insurance Co, New India Assurance Co, Oriental insurance Co and United India Insurance Co, would forge a joint venture (JV) with either an existing TPA in India or abroad. In case, GIPSA partners with a foreign TPA, the foreign capital in the JV would be restricted to 26%, which is the current FDI cap in the insuarnce sector. Foreign general insurers will have an opportunity to access some lucrative business currently in the domain of the government-owned insurance companies.

GIPSA is already in the process of finalising the consultant for choosing the JV partner. Companies such as KPMG, Boston Consulting Group (BCG) and Ernst & Young have given the expression of interest (EoI) for working as the consultant for the proposed JV.

The consultant will advise the general insurer’s association on the type of companies that they should look for the proposed JV as well as the equity partnership that the association should pursue.

At present GIPSA members offer the health insurance services through tieup with any India-based TPA. They form the tieup with the TPAs on an annual basis. They have to give about 5% to 6% of the premium collection as fee for availing the services of the TPA. However, insurance companies cannot pass on this burden to the subscribers of insurance policies according to prescribed norms by the Insurance Regulatory and Development Authority (Irda).

Forming its own TPA would help these companies save on some extra expenditure. The yet-to-be formed TPA can also offer services to other private insurance companies for revenue generation.

PROMOTION UNDER PARA 13.2 - 2010 EXERCISE - COURT CASE - PETITION BY SC/ST ASSN.

Dear Friends,

You are aware that the matter is pending with Chennai High Court and it is posted for hearing  today i.e. on 08-12-2010.  We have received a communication from our Chennai Friends that the case did not come up for hearing today. It may come up for hearing tomorrow or by Friday the 10th December, 2010.

Any further developments in this regard will be communicated through SMS and through this BLOG.

UNION LEVY ON WAGE ARREARS(2010) FROM THE MEMBERS

DEAR FRIENDS,

We express our sincere thanks to those members who have very generous in contributing the Union Levy on  Wage Arrears (2010) received by all our members on 01st November, 2010. Upon verification of the records, that some of the Office bearers and members are under various Units under VIZAG as well as HYDERABAD RO's are yet to pay the 1% levy.

We once again request all the Unit Secretary's to see that such pending amounts are collected from the members and remitt to the Union on or before 10th December,2010, with out fail and confirm.  Please treat the Matter as most urgent.

Furher, all the Unit Secretary's are hereby requested to send the details viz.,  1)members name; 2)SR No.; 3)Net Arrears reeived ; 4)1% levy paid  and 5) total amount sent by way of DD/Cheque to Head quarters - all these details are in a statement form to General Secretary under copy to President's e-mail address, with out fail, for accounts consolidation.

OTHER NON-CORE BENEFITS TO BE FINALISED BY GIPSA

It is understood from the sources that Governing body of GIPSA will be meeting in between THIRD/FOURTH week of December,2010 & PONGAL festival in January,2011 to decide on the following:-

1. Promotion Policy for Class-1 Officer's.
2. Increase in PL accumulation up to 300 days.
3. Enhancement of Festival Advance.
4. Increase in Lodging Expenses & Halting Allowance.
5. Residential lease accommodation to employees.
6. Enhancement of Housing Loan and other non-core benefits.

Note: The exact date & Venue for the meeting will be informed shortly.

NEW INDIA H.O. - CLARIFIICATION ON GRANTING STAGNATION INCREMENT FOR CLASS-3 & 4

Re: Refixation of salary from Stagnation to Normal grades for employees in the cadres of Record Clerk/ Driver/ Other subordinate Staff.

This is further to the Gazette Notification dt.8.10.2010 and the Administrative Instructions dt.18.10.2010 in respect of the General Insurance (Rationalisation of Pay Scales and Other Conditions of Service of Supervisory, Clerical and Subordinate Staff) Amendment Scheme, 2010.

Certain ROs have sought clarification on Para 5(A) of the Amendment Scheme and corresponding Para 5.2 of the Administrative Instructions regarding fixation of basic salary of Record Clerks, Drivers and Other Subordinate Staff in the revised scales.  In this regard, we wish to clarify as under:

In case an employee is in the ceiling of the scale or is in the Stagnation Stages as on 1/8/2007, and there is no further stagnation increment released before 1/8/2008, the next increment in the revised Normal Grade would be due from 1/8/2008.

In case an employee is in the ceiling of the scale or is in the Stagnation Stages as on 1/8/2007, and there is a fresh stagnation increment due to be released (and actually released) before 1/8/2008, say from 1/10/2007 onwards, then the basic salary is to be again fixed correspondingly in the revised Normal Grade from 1/10/2007.  The next normal increment in this case, if any, shall fall due on 1/10/2008.

CONVEYANCE FOR MARKETING (CLASS-1)

Dear Friends,

The Govering Board of GIPSA met on Saturday the 27th November, 2010 at New Delhi and decided to introduce new Conveyance Scheme for Marketing will be on par with LIC Scheme of 2006(Revised). 

1. This will be Rs.4.40; Rs.5.50 and Rs.7.50 Lakhs repectively ex-factory (without any tax). Consequently other attended benefits revised. It wil be 5 Years instead of 8 years (subject to Ministry's approval).


2. Conveyance Scheme for Officer's (Administration) - Exiisting Rs.50,000/- is increased to Rs.75,000/-.

NON-CORE BENEFITS:: REVISION IN LTS, FESTIVAL ADVANCE Etc...

Dear Friends,

You are aware that the Governing Board of GIPSA met on saturday the 27th November, 2010 at New Delhi. We understand that the following have been approved:-

1). LEAVE TRAVEL SUBSIDY: W.E.F. 15-12-2010 the Distance has been enhanced from  2000 Kms to 3000 Kms - extended to avail  including Foreign Travel within  the limits.

2). HRA & CCA for MEERUT City will be based on "A" Class City.

3). Dependants' income limit is increased-minimum family pension payable.

4). Vehicle Loan for Class-3 & 4 has been Inreased to Rs.50,000/-

5). TMP for Class-3, the distance is increased to 200 Kms.

6). Promotional Examination under para 13.2 class III to I will be Objective Type from next promotional exercise (exam) onwards.


EXPECTED ENHANCEMENTS VERY SHORTLY (with in 10 days):  a) Festival Aavance ; b) Boarding & Lodging caharges;
